Star Trek: The Next Generation, Engineering Tool

Here is an unusual screen-used TNG prop - it was made for and used in Engineering, however, I do not have any idea which episode(s).
The prop began it's life as a hand-held fish scale w/measuring tape. Production simply wanted the tape and scale parts removed, a punched screen added to one side, and some dark ink added to the other. They didn't even want it painted!
If anyone can identify an episode for this little item then please send me a message.
