There are at least 2 lineages of this bust. The more recently released and more widely available Howard Senft bust and Dblanks bust.  Howard bought an original plaster mold from Winston studios via Profiles in History. He then made limited castings of them available at RPF and elsewhere.  No history on Dblanks.  The bald version is true to the original bust.  The above is a Howards bust, possibly third generation casting. It has a cast in eye but also a cast separately eye, ball bearing eye greeblies and jaw piston/linkage. This bust was used exclusively for animatronic busts (scenes like when Arnolds head gets smashed with the I beam) and the Planet Hollywood life size statues.
