As Strax, Dan Starkey wore this device as part of his costume. In actual fact, three were used during his time on the show and there’s no way of knowing which was used in which episode. It is quite a prominent piece of his costume - it’s even noticeable on the action figure. Made of hard resin with Velcro pads on the underneath.
