2007 Movie, Shooter, starring Mark Wahlberg as Bob Lee Swagger.
Swagger is a reclusive former Marine sniper who's been hiding in the Wyoming mountains ever since a botched mission in Ethiopia left his partner shot to death. A marksman (Wahlberg) living in exile is coaxed back into action after learning of a plot to kill the president. Ultimately double-crossed and framed for the attempt, he goes on the run to track the real killer and find out who exactly set him up, and why.
Towards the end of the movie he uses this recorder to gather evidence to clear his name.
Above are some scenes where this recorder was used. There are a few versions of it. I have the screen used working version. In one scene (shown) the hero puts lighter fluid on it and burns it. There are two versions of the burnt ones at various degrees of melting.
