This is a Seaquest spector sqaudron uniform worn by Lieutenant J. Fedricks played by actress Elise Neal. The costume is a complete hero version and consists of a black UEO ball cap hat, a black nylon tactical belt, a pair of black leather gloves, a pair of black Rothco military boots, a grey singlet and a full length black flight-suit which has a vareity of open and zip style pockets and a complete set of embroidered patches including a UEO shoulder patch, Seaquest DSV and Lt. J. Fedricks Name badge patches, a Spector Squadron SF-11 patch and a full set of Lieutenant rank patches.

The costume and some of its accessory do have the name Freddy marked on various labels within the costume further proving the costume was worn by the character Lt. Fedricks 

This costume was worn in several episodes during the 3rd season of the show but the main episode this costume was seen in was in the 7th episode titled "Brainlock" where Lt. Fedricks wears the uniform throughout the entire episode.
