In first season episode Subversion, members of the Lucian Alliance, a criminal organization formed in the power vacuum after the fall of the Goa'uld Empire, use this device on Nicholas Rush (in the body of Colonel Telford) to extract information and gain his cooperation with their plans to dial into and invade the Destiny. The torture tool is clearly of Goa'uld design; a short-handled version of the pain stick, also known as a Rod of Anguish.  As the Goa'uld System Lords fell, many such pieces of technology fell into the hands of Alliance mercenaries and smugglers.
