In first season episode Once In A Lifetime, Carter talks to quantum physicist Walter Perkins, a GD employee under house arrest in an alternate timeline for temporal violations (as previously seen in the series pilot episode.)  As a result of his reckless experimental meddling, Walter began to oscillate in space-time and regressed from age 40 to the physical age of 16, before the process was stopped by a temporal stabilizer erected around his house.  Now, if Walter attempts to leave his home or use any high-level electronics, the shield will power off, allowing him to continue aging backward toward infancy.

Machined aluminum GD-emblazoned latching buckles on an elastic fabric band, with concealed electronics powering two banks of pulsating red LEDs.
