This is the complete outfit worn by Cassandra in episode 10 of season 4 which is covered in fake tar, the tar appears to be a form of latex. The full outfit comprises of black Tamaris shoes, a short striped skirt, blue foot traffic tights (not pictured), a patterned neck scarf, a light blue H&M blouse and a bright pink Decree top.
I also have the tared outfits from Eve and Ezekiel from the same scene.
