This stack of paper ballots is handed from Allison Blake to Sheriff Carter in the first moments of the show and are never seen again, but not just a plain stack of paper. These are all printed ballots with the three folks running for town mayor, with a 'write in' spot also. There are about 40 of them. The election results, as announced by Sheriff Carter's sister Lexi, are handwritten on the first sheet with her dialouge for the scene. Other sheets are back up with one having handwritten in pencil total ballot count and percentages. These are from Season 3 Episode 7. Second still shows Sheriff Carter with the paper ballots.
