This is a screen used prop Pawnee/Eagleton Unity Concert Staff shirt! 

This shirt features the unity concert logo on the front and "Staff" on the back. The shirt is a Men's size XL. This is the rarer staff version of the shirt that can be seen worn by the series' leads. Most of the shirts do not have "Staff" on the back. 
This shirt can be seen in episode 6.22 "Moving Up"
