In both third season episode Vengeance and fourth season episode The Kindred, Teyla Emmagan finds herself strapped to an exam table by human-wraith hybrid Michael Kenmore, with all sorts of sinister looking instruments, including this one, on a table nearby. 

 

Bent metal rod, possibly from a found item like a fireplace poker, with resin wraith-like embellishments and iridescent paint.
