This is a latex neck appliance which allows the appearance that the actor has had their throat cut. When applied and the blood tubes are in place the pre cut section is pulled apart when the actor lifts his or her head. This makes it look like a gaping wound has been inflicted as fake blood pours out. The pic below shows the flesh detal in the back of the appliance which is visible when the wound opens up.
