This was made by Prop'er Effects and it was (or ones like it were) used in Voyager and Enterprise. Mine is a non-illuminating hero. In the Voyager episode 'Live Fast and Prosper' this design of prop was used as a transport enhancer (at least 8 were seen on screen at once and this is likely one of them); These were also used as a communicator in the Enterprise episode 'Precious Cargo'. A lighted version of the prop was used in two other Voyager episodes and a version painted a different color was yet another tech device in another Enterprise episode.
